In Romania the obligation to use traffic lights is strictly enforced and fines for those who do not have them are among the most frequent traffic violations. Motorists must remember that low beams or daytime running lights (DRLs) must be switched on not only at night but also during the day, and the 2026 regulations are clear and unambiguous in this regard.

When can you be fined for not having headlights in Romania?
Okay for lack of lights applies to driving without low beams or daytime running lights on, at any time of the day, especially outside urban centres. Penalties also apply for driving at night without working headlights, as well as for using improper lights in certain weather conditions. Why is it dangerous to drive without headlights?
The lack of lights significantly reduces the visibility of the vehicle and increases the reaction time of other drivers. This increases the risk of collision, especially on national roads and in unlit sectors, which are still numerous in Romania. Furthermore, at high speeds, for example on the motorway, the lack of lights can mislead other drivers as the vehicle may appear to be stationary.

The lights improve visibility of the road, signal the presence of the vehicle and its manoeuvres, as well as helping to evaluate the speed and position of other road users. They constitute an essential element of passive and active safety.
Car headlights: what does the current legislation say?
Romanian legislation requires the use of lights throughout the day, regardless of weather conditions. Fog lights can only be used in conditions of reduced visibility and all elements of the lighting system must be fully functional.
What is the fine for not applying low beams?
For driving without headlights on, a medium or low class fine is applied, as well as a financial penalty, usually between 400 and 600 lei, depending on the circumstances and the place of control.
What is the fine for not having a headlight or a burnt out bulb?
The fine is less than that for total lack of lighting, but still applies. The police consider it fair for driving a defective vehiclewhich could result in a fine and the obligation to carry out repairs immediately. In the event of very unfavorable road conditions, the Police can prohibit the circulation of the vehicle by withholding the registration document and ordering the repair to be carried out.
What is the fine for fog lights?
The fine in Romania applies both for driving with fog lights on in conditions of good visibility, and for failure to use them in conditions of fog or heavy rainfall. In Romania this crime is punished in the same way as the improper use of other lights – you should expect costs of several hundred lei.
